Citizens' Advisory Committee (CAC)
The Citizens' Advisory Committee was established by the County Commissioners to produce the draft subarea plan for the county Planning Commission and County Commission to adopt. The Commissioners have
removed some members of the CAC
. The members of the CAC as of 3/12/2006 are Bill Dinsmoor, Tom Glade, Ed Goodman, Chuck Manning, Terry McNeil, Tom Stowe, Mike Trafton, and Bill Wooding.
County Commissioners
The
Skagit County Commissioners
comprise the county's legislative branch. The commissioners must approve changes to the comprehensive plan and have the ultimate responsibility for its contents.
City of Anacortes
The city may become involved in this matter too, because under state law the city could be required to extend its utilities to high-density areas, even if outside of the city limits. The city council
has indicated
that it is opposed to the rezone.
Growth Management Hearings Board
A quasi-judicial panel that hears growth management cases. There are
three boards
for three regions of the state - Central Puget Sound, Eastern Washington, and Western Washington. The boards "hear and determine" allegations that a city, county or state agency has not complied with the goals and requirements of the Growth Management Act (GMA), and related provisions of the Shoreline Management Act (SMA) and the State Environmental Policy Act (SEPA).
Save South Fidalgo
Our group, composed of local property owners who want to see South Fidalgo Island retain its rural character.
Technical Advisory Committee (TAC)
Established by the County Commissioners "to advise the CAC in areas where their collective understanding of development, transportation, parks and other technical subjects informed the discussion." The TAC includes Ross Barnes, Bob Bell, Dave Cortelyou, Tony Kubena, Konrad Kurp, David Larson, Jim Mecca, Ian Munce (Anacortes City Attorney & Planning Director), and David Pearson (former Save South Fidalgo president).
